What’s New at Vanier Court


December 12, 2022 The next Council meeting is scheduled for Tuesday, January 24, 2023 commencing at 6:30 pm. The AGM is NO LONGER scheduled for Tuesday, February 28, 2023 commencing at 6:30 pm. Registration commences at 6 pm. A Christmas Eve Get-Together in the front lobby is planned by the Social Committee on December 24, 2022. Details to follow.
November 7, 2022 A Tree Decorating Party will be held on Sunday, December 4, 2022 at 9:30 am. A Cookie Exchange will be held on Sunday, December 18, 2022 in the afternoon.
October 31, 2022 Vanier Court is holding a Hallowe’en Stoop Party on Monday, 31 October 2022 from 5:30 pm onwards. Brings your drinks, dress up if you want, and we will hand out candy to the four or five kids that come by!

September 6, 2022 The next Council meeting is now scheduled for Monday, October 3, 2022 commencing at 6:30 pm. On September 24, 2022, a Blues Concert will be held in the Rear Garden.
September 3, 2022 The elevator is up and running having been certified by Technical Safety BC on Friday. Minor adjustments were carried out on September 8, and further ones may be necessary over the next month. When moving items in and out of your strata lot, please contact the Resident Caretaker so that the elevator pads can be installed in protect the new elevator cab’s interior.
June 9, 2022 The next Council meeting is scheduled for Tuesday, September 6, 2022 commencing at 6:30 pm. On August 18, 2022, our third Jazz Concert will be held in the Rear Garden. On September 24, 2022, a Blues Concert will be held in the Rear Garden.
May 18, 2022 The Elevator Upgrading Project is commencing Monday, June 20, 2022. Elevator down time is estimated to last 9-10 weeks.
May 5, 2022 The next Council meeting is scheduled for Tuesday, June 7, 2022 commencing at 6:30 pm.

March 27, 2022 Judy Parisien resigned from Council and Robert Makowichuk was appointed to Council.
March 14, 2022 The Elevator Upgrading Project is re-scheduled to commence early July 2022 due to manufacturing and supply chain delays. Elevator down time is expected to last 9-10 weeks.
March 8, 2022 The Elevator Upgrading Project is still scheduled to commence Monday, April 4, 2022. The elevator upgrading is expected to last 10 -12 weeks.
March 5, 2022 Tom Jensen resigned as Secretary.
March 2, 2022 The next Council meeting is scheduled for Tuesday, April 5, 2022 commencing at 6:30 pm. The 2022 AGM was held March 1, 2022. Bylaw 10 was replaced to allow spouses of owners and eligible tenants to stand for Council. Bylaw 17 was amended to ensure that quorum for Council meetings is a majority of the Council members. They become effective upon being registered at the Land Titles Office (LTO). Rule 11 as amended was ratified. The 2022 Budget was amended and approved so that the strata fees will not increase or decrease from 2021. The 2022 CRF contribution was increased from $50,000 to $97,920. November 30, 2021 Dura Property Solutions will be cleaning the common property carpets on Monday, December 6, 2021. Areas will be wet so please use caution. November 2, 2021 Robert Makowichuk resigned from Council. The next regularly scheduled Council meeting will be held on Tuesday, December 7, 2021 commencing at 6:30 p.m.
October 8, 2021 Kathy Ellwood resigned from Council.
October 5, 2021 Rule 11 was adopted by Council. “Owners, tenants, and occupants shall not use scented fabric softener sheets in the common property dryers. Owners, tenants, and occupants may use unscented liquid fabric softeners while washing laundry.” The next regularly scheduled Council meeting will be held on Tuesday, November 2, 2021 commencing at 6:30 p.m.
September 22, 2021 OHMTECH Fire Protection Ltd. will be carrying our mandatory Annual Fire Inspection tomorrow, Thursday, September 23, 2021. In-suite smoke alarm testing will commence at 8:30 am staring on the 5th floor down to the ground floor.
September 21, 2021 34 Eligible Voters attended the SGM – 17 in-person and 17 by proxy. Except for Resolution B – EV Charging Bylaw Changes Resolution, all motions and resolutions were carried either by majority or 3/4 vote.

July 1, 2021 The new Vanier Court parking passes take effective today. Vanier Court Rule 3(ii) and 3(iii) and Rule 5(c) were amended by Council.
June 1, 2021 The next regularly scheduled Council meeting will be held on Tuesday, September 7, 2021 commencing at 6:30 p.m. Its location TBD. Council will meet with GUNN Consultants Inc. regarding the elevator project as required.
May 27, 2021 Yesterday, GUNN Consultants Inc. received 4 proposals from elevator contractors and 3 proposals from electrical contractors. Over the next 3 weeks, GUNN will review the proposals and then meet with Council.
May 12, 2021 GUNN Consultants Inc. attended the Vanier Court with various elevator and electrical contractors who have to submit proposals to GUNN by May 26, 2021. GUNN expects to complete their review of the proposals by June 16, 2021. Council expects to meet with GUNN shortly after and to reconsider and act upon GUNN’s recommendations by the end of June 2021.

April 29, 2021 As part of its Cross Connection Survey, the City of Vancouver required Vanier Court to install a double cylinder vacuum assembly (DCVA) to our domestic water supply. Also required was the installation of vacuum breakers on all hose bibs and of locks on the former garbage chute rooms.

  • On March 27, 2020, Metro Vancouver Regional District enacted Bylaw No. 1303, 2020 to regulate the discharge of air contaminants from residential indoor wood burning appliances. The bylaw is effective May 15, 2020.
  • Effective May 15, 2021, no person may discharge or cause, permit or allow the discharge of any air contaminant into the environment from a residential indoor wood burning appliance during the period from May 15 to September 15 inclusive.
  • Effective September 15, 2022, every person discharges, or causes, permits or allows the discharge of any air contaminant into the environment from a residential indoor wood burning appliance must provide to the district director a declaration of compliance with best burning practices that the appliance is compliant with Schedule B – Best Burning Practices.
  • Effective September 15, 2025, every person who discharges, or causes, permits or allows the discharge of any air contaminant into the environment from a residential indoor wood burning appliance that is eligible for registration under Part 4 and is being operated within a residence that is located within the Urban Containment Boundary, must, at intervals of not more than three years following the date of the first registration of such an appliance in accordance with section 11, or upon replacement of such appliance, whichever occurs first, provide in the prescribed form to the district director: (a) owner and operator name(s) and contact information, and appliance address; (b) appliance model; and (c) information evidencing that the appliance meets the emissions standards set out in Schedule A: Eligibility for Registration – Emissions Standards or that the appliance is otherwise eligible for registration in accordance with Part 4.

November 6, 2020 Associa BC, Inc. has appointed Andre Solorzano as our new property manager.

October 27, 2020 Associa BC, Inc. advised Council this morning that our current property manager, Charles Grossholz, resigned yesterday from Associa. The Branch President will provide support to Council until a replacement is appointed.

August 4, 2020 Andy Larocque resigned from Council effective August 1, 2020. At the August 4, 2020 Council meeting, Andrew Campbell was appointed to Council and appointed Secretary-Treasurer.
April 27 and May 14, 2020 Council met on April 27, 2020 to approve the renewal of our building insurance policy. Council met on May 14, 2020 to discuss building maintenance and the elevator modernization project.
April 17, 2020 Council suspended Council meetings and Committee assemblies, with the exception of emergency repair until provincial COVID-19 rules permit gatherings. Due to the COVID-19 pandemic, the provincial health authority has required that BC residents stay at home, and, if movement outside of the home is necessary, they must practice physical distancing and should wear face masks. Going to or for essential services such as medical needs, provisions, and emergency repairs is permitted. Strata corporation repair and maintenance, any work-related projects, committees, etc., are on hold, except for emergencies. While technology can permit communication, any committee-based projects, or council-based projects for any general repair, or major project(s) will eventually force human interaction with trades, etc., which at this time is against all government directives. Many businesses have reduced staffing or temporarily shut down and therefore it is not an opportune time to seek the engineering or labour services. Council cannot ask owners to garden and risk their lives. Council has no idea if it is safe for trade employees to move about our building. Council has no idea of Condo owner and resident movement and safety. Each of us has to practice physical distancing and limit social interaction as as best as possible. All owners and residents at building entrances and lobbies, in hallways and stairwells, parking garages, garbage and recycling areas, laundry room, library, and elevator cab must practice physical distancing. Currently our Resident Caretaker is at risk as he keeps our building clean. He will wear a face mask. We ask owners to understand that he should not enter any condo units unless for an emergency and, that if he has to, the Resident Caretaker and owner must be properly protected. As soon as the provincial health authority advises citizens it is now safe to move around, and provides best practices to resume work, Council will announce changes. March 26, 2020 On Thursday the 26th of March the Overhead Door Company will be repairing the upper garage door and on the same day the dryer vents on the roof will be cleaned by AirVac. Cleaners will not be entering the Laundry Room due to the COVID-19 pandemic.

December 18, 2019 Mike T has resigned from Council as he has sold his strata lot and moved out of Vanier Court. Mike provided assistance over the years on Council and as a sometime member of the Gardening and Landscaping Committee especially in developing our new Landscaping Plan.
December 3, 2019 The President cancelled the December 3 Council meeting. No future Council meetings have been called.

September 30, 2019 A reminder to all owners and tenants that there is a Strata Council meeting tomorrow night, on Tuesday, October 1, 2019 commencing at 6:30 pm. In addition to Council’s regular agenda, please note that there are two topics that are going to be discussed that will be of interest to owners: 1 – Elevator Modernization 2 – Use of personal property on common property (in particular, Electric Vehicle charging at Vanier Court)

September 25, 2019 Building Envelope Remediation Project Update The painters are coming back tomorrow to finish the caulking around the windows surrounded by brick and around the windows of the enclosed balconies. This is a friendly reminder to keep transom windows open during the day tomorrow to facilitate the completion of the work.
September 16, 2019 Building Envelope Remediation Project Update Unfortunately, the weather did not cooperate and the caulking around widows encased by brick was not able to be completed today as planned. Caulking of windows encased by brick is currently postponed until Tuesday. However, due to possible inclement weather, it may be Wednesday (weather permitting). September 11, 2019 Building Envelope Remediation Project Update The painters have requested that all windows that are encased by brick be opened so that they can be caulked from the outside. This caulking will be undertaken on Monday, September 16th. Please ensure that the opening part (transom) of any windows surrounded by brick is left ajar so that the painters can complete this work. An Evening of Jazz in the Courtyard At a recent meeting of the Strata Council, it was decided that the Council would sponsor a jazz concert in our courtyard. On Friday, September 20, three well-known Vancouver musicians will provide the music — Patty Verner on vocals, Miles Black on keyboard and guitar, and Nick Apivor on vibraphone and percussion. The concert will begin at 7:00 pm and end around 9:00. A few chairs from the recreation room will be available, but it is recommended that you bring your own chair or a pillow/blanket and sit on the garden wall. If the weather turns, we will adjourn to the recreation room. The type of music, while called Jazz, is not progressive and comes mainly from the 40s and 50s. Standard songs from the likes of Frank Sinatra, Nat King Cole, Ella Fitzgerald and Cole Porter will comprise the bulk of the presentation. If you like our Diana Krall, you will like the music at this concert. Tickets are very reasonably priced at $10 per person, mainly to pay the musicians. Feel free to bring friends and relatives, but try to purchase your tickets ahead of time to allow us to do some planning. Tickets may be purchased in Unit 210 during the next 10 days between 6 and 7 pm.
September 9, 2019 Building Envelope Remediation Project Update Altenburg Painting has the following schedule information for the building. The Hardie siding for parapets will be delivered to the roof top today. They will paint the new siding as soon as weather permits, prior to installation. The carpenters will install the siding and then the painting of the building can be completed. Naturally, they are not able to work in the rain but they will advance the work whenever possible.
September 4, 2019 Building Envelope Remediation Project Update The envelope remediation project will take approximately 1 more week to complete. The contractors are currently undertaking some additional remediation of the 5th floor parapet walls including replacing the siding prior to repainting the parapet. A review of deficiencies will occur at the end of the project.
August 16, 2019 Building Envelope Remediation Project On Monday, August 19, 2019, pressure washing, localized repair work, and painting of the balconies and railings on the south side of the building will commence. Please clear the balconies in front of your strata lots until you’re advised that the work is complete and that you can return these items.
August 13, 2019 Elevator is Out of Service The elevator is currently out of service. City Elevator is attending the building and working on getting our elevator restored to service as soon as possible. The elevator is expected to be out of service for all of today and possibly tomorrow. The service technicians are still attempting to evaluate the cause of the disruption. We will provide an update with additional details once there is more information to share. Update at 4:00 p.m. The elevator is back in service. The problem was the hydraulic pump which has been repaired.
August 12, 2019 Annual Fire Safety Inspection Notice Ohmtech will conduct the annual mandatory fire inspection on Wednesday, September 11, 2019 starting at 8:30 AM. In-suite testing will be from 8:30 AM to 11:30 AM starting from the top floor and working downwards. If you are not available to grant access, you must provide a key AND WRITTEN PERMISSION (either a note or an email) to our Caretaker (caretaker@vaniercourt.ca) in order for the inspection to be carried out. If access cannot be gained, a follow-up inspection date will be scheduled and you will be invoiced for the additional cost.
August 9, 2019 New Property Manager Lyn Stoll, Associa’s Director of Community Managers, has been our interim property manager since Jake Susac left for South Africa. She is pleased to announce that Peter Knowlton will be our new property manager. He has been working at Associa’s Surrey office since 2011. Effective August 12, 2019, he will be transferring to Associa’s Broadway office and will take over responsibility for Vanier Court.
July 31, 2019 Building Envelope Remediation Project Our Building Envelope Remediation Project is commencing this week and will last for 3+ weeks depending on good weather. Notices will be posted on the front lobby notice board to inform Owners when to clear their balconies so that they can be painted. Painters do not plan to enter any unit in order to access balconies. Enclosed balcony interiors are not being painted at this time. Notice is given to all fifth floor owners that, during the next 2-3 weeks, painters/workers will be at various times on the 4th floor (decks) in front of their units and on fifth floor (skylight) roofs. Workers will arrive at 7 am; however, work will not commence until 8 am and may continue until 8 pm. Work will commence in the back and side yards first. If working on Saturdays, the hours are 10 am to 6 pm. Please be advised that the painters will be pressure washing and painting miscellaneous areas of the building exterior starting this week. They have asked that owners and residents do not leave any items outside that cannot get wet as there will be some water spray from the pressure washing. We will let you know in advance when clearing of your balcony is required.
July 29, 2019 Elevator Shut Down for Maintenance The planned elevator shut down to replace the emergency lighting will not happen today as City Elevator Ltd. was called upon to respond to an emergency elsewhere. The contractor has rescheduled the repair to our elevator lighting. The elevator shut down is now planned to take place on Tuesday, August 6 for approximately 6 during the day.
July 8, 2019 Elevator Shut Down for Maintenance Please be advised of an upcoming elevator shut down to allow the replacement of the emergency lighting in the elevator cab. On Monday, July 29, the elevator will be out of service for approximately 6 hours during the day to facilitate this maintenance work by City Elevator Ltd.

June 28, 2019 Minutes of the Special General Meetings of June 18, have been posted to the Minutes Page. Our caretaker is going to be away from Monday, July 15 to Friday, July 19 inclusively. Day-to-day caretaking duties will be provided by First Choice Property Maintenance Ltd.

June 13, 2019 Water Ingress in Upper Parkade The garage ceiling trays that are used for collecting water under pipes and concrete have covered long term water entry problems. One tray in particular was overflowing with water and had to be removed for inspection in order to identify the water source. It was unusual for excess water to leak during a dry period with no rain. The water source that these trays have hidden has never been investigated, and, when we removed this tray, we were surprised that not only was there a need for repairs but there is also evidence of long term damage. The investigation of this leaking garage drain pipe indicates that the water’s source originates higher up in the wall(s) where domestic water and space-heating plumbing intersect. We have been working diligently to find the source of this problem and so far, we’ve eliminated a number of areas (floor levels) as the source. Work will continue to find the hidden leak in the interior walls or floors at remaining levels. Using various methods, including thermal imaging, and through the process of elimination, the source will be located. In the past, drywall would have to have been broken in every unit above to investigate. We will continue to keep you informed as to the damage and necessary repair time. This incident has brought to light the need to examine what all these trays are hiding. In an effort to be proactive over the next few years, we plan to remove these trays and fix the water leaks in both garages. The good news is that slowly these areas will be repaired and will provide for a dryer, healthier building instead of covering up or hiding from view any water entry.
June 7, 2019 Rear Yard Drain Installation Completed The rear yard drains project is complete and, over the next week, clean-up should be completed. This summer will include moving some ‘trimmings’ bins to a better area to help improve owners’ views. Enjoy summer, and we hope you can attend the soon-to-be announced Jazz evening being planned for September.

June 5, 2019 ATTENTION: ALL OWNERS AND RESIDENTS NOTICE OF INFORMATION MEETINGS Strata Council is holding two information meetings for Owners and Residents to discuss a Building Envelopment Project to paint, caulk and point the exterior of Vanier Court and to repair, where necessary, the siding. The Meetings will be held in the Recreation Room on the second floor on: Tuesday, June 11, 2019 at 6:30 pm and Friday, June 14, 2019 at 6:30 pm Sliding Door Roller Replacement Our caretaker has recently started repairing the rollers on the exterior sliding glass doors in some suites in Vanier Court. If you have noticed your sliding door is not rolling smoothly and would like it repaired, please send me an email indicating your interest and I will add you to a list to have your door looked at.
May 31, 2019 The drainage project in the back yard is now complete and the west stairwell door into the back yard may again be used.

May 16, 2019 Five new drains are being installed in the common area across the back yard to improve drainage across the slab above the upper garage. The work is being completed by Pioneer Plumbing & Heating Inc. and Seal Right Concrete. Please take care when using the back yard while this work is taking place over the next several days as there are currently temporary holes and hoarding required for the construction. Carpet Cleaning This is to advise that Dura is scheduled to be on site to clean our common area carpets, including hallways and stairs, starting at 9:00 am on Wednesday, May 22. If any owners would like the carpets in their suites cleaned by Dura while they are here, please contact Marcel and he can advise Dura to provide you a quote and make arrangements for access.

March 24, 2018 We have been notified that our Community Manager has resigned from Associa effective March 23, 2018. Council 2018 will work with Associa to ensure we are assigned a replacement Community Manager as soon as possible.
March 23, 2018 In advance of the next Council meeting on April 3rd at 6:30pm in the Recreation Room, Council will be holding a supplementary planning meeting at 6:30pm on Monday, March 26th, in the Recreation Room. This will be an informal meeting to review and discuss various items including service concerns related to our property management company and the process for updating the depreciation report. The property manager will not be present at this planning meeting and no decisions or votes will take place.
March 22, 2018 An upgrade to the automated parking garage access system has recently been completed. Any owners who are experiencing issues accessing the parking garage with their access fobs are asked to contact our resident caretaker, Marcel, who will assist in resolving the issue.

January 31, 2018 The elevator will be out of service on Thursday, February 22, 2018 from 7:00 a.m. to 3:00 p.m. In order to repair the laminate on the inner elevator door, City Elevator will be on site on Thursday, February 22, 2018 to perform the repair. It is hoped that this repair will go smoothly and the elevator will be put back into service as quickly as possible.

    • We will soon be replacing the automated garage door receivers in both the upper and lower parkades. These receivers accept the signal from your clicker to open the garage door.
    • The new receivers must be programmed to allow each of our garage door clickers access to the system.
    • To prepare for this, Marcel is conducting an audit, to record all of our clicker codes. This is a security measure that will ensure that no old or out-of-date codes are added to the new system.
    • If Marcel is not able to reach you, please contact him directly to ensure your clicker is programmed into the new system.

Laundry Room Users – In August of this year, a committee of laundry room users recommended that Council sign 7-year lease with Coinamatic, to be effective December 1, 2017. Council contacted the representative from Coinamatic at the end of November to ask when we could expect the removal of the old equipment and the installation of the new machines. The representative has advised that December is a very busy month for Coinamatic, and that the changeover of equipment will be scheduled for the new year. As soon as Council knows the date when the old machines will be removed and the new machines installed, laundry room users will be advised.

Annual Fire Alarm System Inspection – OHMTECH Fire Protection Ltd will conduct an in-suite inspection and testing of the fire alarm system(smoke detectors) between 8:30 a.m. and 11:30 a.m. on Monday September 18th.
August 8, 2016 BCBS has provided us with the final BECA report, correcting the clerical error in the report where the incorrect budget sheets were included. The updated report is attached, including the full Appendices. This report will also be available on the Capital Projects page. At the information meeting held on July 18, 2017, owners were advised there would be a follow-up meeting with the BCBS representative, Andrew Creighton, to answer any additional questions that have arisen. That meeting is scheduled for Tuesday, August 22 at 7:00 p.m. in the recreation room on the 2nd floor. Please review the report and come to the meeting prepared to ask your questions.

  • BC Building Science will be onsite Monday. BC Building Science is returning on Monday to continue evaluating our building envelope towards completing our Building Envelope Condition Assessment (BECA). Attached and pasted below are details about their visit and activities. Your patience and and understanding during this process is appreciated.
  • Associa BC Property Manager Update In December 2016, Associa BC advised Council that Cynthia Lezetc, the Community Manager who was assigned to Vanier Court, would be leaving at the end of January 2017. Associa BC temporarily assigned Eduard Lorincz to attend our February 6, 2016 AGM. We are currently without a permanent Community Manager; however, any urgent matters requiring property manager attention are being directed to Associa BC by Council and are being acted upon. They are, of course, continuing to manage all of our financial transactions as they normally would. We have been advised by Associa BC that they have hired an individual who will be starting with them in mid-April and will be assigned to Vanier Court as our Community Manager.

March 11, 2017 Attempted break in at enterphone this AM This morning, around 6AM, someone attempted to break in to Vanier Court by prying open our front door enterphone panel. Luckily, an adjacent owner heard the noise of the potential thief’s activities and scared them off. Other than some damage to the enterphone, panel, no harm was done. The police have been notified and an officer will visit today to review the scene. The enterphone was temporarily out of service, but is working now. We will have the service company attend on Monday to ensure the system is completely repaired.
March 6, 2017 Building Envelope Condition Assessment (BECA) BC Building Science is continuing to work on Vanier Court’s BECA and will be onsite this week. They have completed step 1, which was gathering information provided by owners in the February survey. Their next step is to begin inspections of the building. This does involve entering some suites to follow up on any water ingress concerns. They are contacting owners individually to arrange for access. If your unit is one requiring access and you will not be available, please coordinate with Marcel to allow BC Building Science access to your suite.
March 2, 2017 Vanier Court Committees At the AGM held on February 6, 2017, the committees established for 2016 were dissolved. Each new committee will have a council representative assigned. See Committee pages for the mandates.:

Those owners who would like to be part of the Capital Projects committee should ensure they are familiar with the 2013 Depreciation Report, which is available on the Vanier Court website, under the “Info for Owners” tab.

  • The elevator is currently not working and a call for repair has been placed. Further to today’s earlier notice, we have been advised by the technician that the elevator will be out of service until Monday. The technician is scheduled to return on Monday, February 20, with the required replacement part which is unavailable over the weekend. Council will keep owners informed should there be any changes to the repair timeline.
  • Driveway Spill Clean up – This is to advise that on Friday, February 17, 2017 a truck belonging to our garbage and recycling company, Waste Management, leaked its transmission oil on the east driveway at mid-day. They arranged to have Tervita Environmental Services to clean up the spill. Our caretaker, Marcel, took immediate steps to ensure the transmission oil did not enter our building system. Tervita arrived mid-afternoon, and Marcel was present while the clean-up operation was performed. Our thanks to Marcel for his quick actions that prevented any harm to Vanier Court.

January 18, 2017 Building Science Occupant Survey Questionnaire Attached is a revised BC Building Science Occupant Survey Questionnaire. The content of this survey has not been altered; the form fields in the PDF document have been corrected so that they now function properly. Owners who have already submitted their survey need not re-submit it; however, you have the option to use this form if you were not able to fill out the previous version.
January 13, 2017 BC Building Science Ltd. has been contracted to conduct a Building Envelope Condition Assessment at Vanier Court. Prior to this work being carried out, owners are asked to complete the attached occupant survey to help BC Building Science gain an understanding of the building issues prior to their arriving on site.
